Based on the information provided since the engine temperature gauge is reading low or stuck at 160 and since the engine cooling fans are on all of the time this can indicate a fault with the engine coolant temperature sensor wiring being shorted out or damaged or an issue with the engine computer itself internally to where it has to be replaced.
